If you are having difficulties paying your utilities bills you should first start by contacting the company in question. Don’t let the situation deteriorate! Notify them of your situation. They will offer you a payment plan and provide tips on how to reduce consumption or use.

 This grant program provides you with a voucher to pay all or part of your rent for any apartment. This program is managed by your city housing agency or your county housing authority. The amount of the voucher is based on your family size and your family income.

Low-income families, elderly or disabled persons are eligible to receive rental assistance in the form of low cost rent. This assistance program is managed by local public housing agencies.

HUD (the Department for Housing and Urban Development, a Federal agency) can subsidized privately owned  apartments in order to have the owner reduce the price of the rent. You need to have a low-income to be eligible.
