The VA (Veterans Administration) offers a program called Interest Rate Reduction Refinancing Loan (IRRRL), which lets veterans refinance at a lower rate.
Although this program isn’t directly financially helpful, it enables you to move some or all of the refinance costs into the refinance mortgage.
